Basic Policy on Support for Students with Disabilities

The university has established the following basic policy regarding support for students with disabilities.

  1. The purpose of study support at this university is to ensure that all students have equal educational opportunities, and to support each student to progress smoothly in their studies.
  2. Based on requests for learning support from students with disabilities, relevant departments will closely coordinate and cooperate to realize a learning environment that is suitable for each student.

Reasonable consideration in supporting students with disabilities

Reasonable accommodation means making necessary and appropriate changes and adjustments to the University's organizational and financial systems, without imposing a disproportionate or excessive burden (hereinafter referred to as an excessive burden), in order to ensure that students with disabilities can enjoy and exercise their "right to an education" equally with others. Based on the request of the student requesting accommodation, the University and the student will deepen mutual understanding about the support content through constructive dialogue, and provide specific support individually upon agreement.

Please note that an "excessive burden" refers to the following. If any of the following applies to your request, it is highly likely that we will not be able to provide support.

  • Guarantees of Credit acquisition, relaxation of Requirement for Graduation, etc., which entail substantial changes to the evaluation standards set by the University.
  • Those involving substantial changes to the University's AP (Admission Policy), CP (Curriculum Policy), and DP (Diploma Policy)
  • All classes are available online or on-demand
  • Those that involve physical or technical constraints, or excessive financial or administrative burdens
  • Provision of personal equipment and services
  • Life support not directly related to the educational services provided by the University


Target of support

Students eligible for support include those with visual impairments, hearing impairments, physical disabilities, sick or frail students, developmental disabilities, mental disabilities, intellectual disabilities, and other students who, excluding those with economic circumstances, experience significant ongoing limitations in their daily or social lives due to disabilities or social barriers.

As a general rule, only students who have supporting documentation such as a disability certificate or a doctor's certificate that can confirm the above situation are eligible. For students who do not fall into this category, we will make a decision on an individual basis after fully listening to the content of their inquiry.

*If studying itself is causing the student to become unwell, if it is impossible to continue studying while receiving treatment, or if the student is not considered to be in a condition to study, we may suspend reasonable accommodations after an interview with the student.

Application documents

① Copy of medical certificate or disability certificate
②Documents showing the status of disability
 
*Documents showing the condition of the disability are documents written by the attending physician that provide detailed information about the condition of the disability that is not included in the medical certificate or disability certificate, such as test results, medical findings, and a letter of opinion from the attending physician (in the format specified by the university).
The doctor's opinion letter must be in the format specified by our university, so please contact Special Needs Student Support Office and follow their instructions to prepare the necessary documents.
 
*Since the condition of mental disorders is prone to change, a doctor's opinion must be submitted each semester.

Application deadline

Spring semester: Applications are due by June 15th / Interviews are due by June 20th
Fall semester: Applications are due by the end of November / Interviews are due by December 5th

*However, this does not apply if a student is diagnosed with a new disability or their symptoms change during the semester. We are happy to accept consultations at any time, taking into account individual circumstances.

Flow of support


(1) Inquiries regarding support
If you require assistance, please contact the Office for Support for Students with Disabilities Student Affairs Office Student Center of Special Needs Student Support Office (in Student Affairs Office Affairs, 1st floor, Building 2).

Please let us know the date and time you would like to consult by phone or email. However, please note that we may have to keep you waiting or we may not be able to accommodate your preferred date.
 
(2) Listening to the details of the support provided
The client's situation and the type of academic support they are seeking will be discussed during the interview.
 
(3) Formulation of a support plan
When a student applies for consultation, we will fully respect the student's wishes and the academic support they require, and then consult with the student's faculty and relevant departments to formulate a support plan.
 
(4) Reaching consensus and deciding on support content
The content of the support will be decided after providing sufficient opportunity for explanation to the client so that a common understanding and agreement can be reached regarding the formulated support plan.
 
(5) Implementation of support
Based on the support content decided upon, the relevant departments will implement support for classes, exams, and other course-related matters, support for student life, and support for finding a job.

Details of support

The administrative department currently provides the following support.

Orientation/Course Registration Guidance <Academic Center, Student Center (Special Needs Student Support Office), Facilities Division, International Center >

At the time of admission procedures, we will have a meeting to confirm and coordinate your requirements.
  • Creating explanatory materials
  • Arrangement of sign language interpreters
  • Communication and coordination with caregivers
  • Supplementary information session held as necessary

Course Registration/Classes/Examinations <Academic Center, Student Center (Special Needs Student Support Office), Facilities Division >

Based on the discussion at the time of enrollment, we provide the following support regarding classes.
 
  • Note taking, preparation for UD talk, arrangement of sign language interpreters and support staff, etc.
  • Securing seats in the classroom (for the student and caregiver), preparing waiting rooms, and permission to leave during class, etc.
  • Assistance and support for the creation of teaching materials and materials (Braille translation, Braille printing, etc.)
  • Check with the faculty member in charge of the subject about taking the exam in a separate room, extending the time, etc.

In addition to classes, support for academic affairs (entrance ceremonies, graduation ceremonies, etc.) is as follows.

Review of reasonable accommodation

In principle, confirmation of support details and intention to continue or terminate will be conducted before the start of the semester.
We will thoroughly check the status of students who apply for support and take appropriate action, including reviewing the support we have provided up to that point.
Furthermore, even if a student's situation changes during the semester, we will listen to and confirm the academic support they require, and will be flexible enough to change the support that has already been decided upon.
*If the requested academic support constitutes an "excessive burden," we may not be able to provide the requested academic support.

In addition to the above, the content and nature of reasonable accommodations will change depending on the student's own physical and mental condition, educational environment, and social situation.
Therefore, it is possible that the support content that has been agreed upon will be reviewed through dialogue depending on the situation.

FAQ

1) If I apply for reasonable accommodation, will I be guaranteed to receive the accommodation I request?

We cannot guarantee that we will be able to accommodate all requests. We will first confirm that the applicant is in a healthy condition to continue studying, and then make a decision based on the educational content and support system of the university.

②Can reasonable accommodations be made for Practicum and Seminar courses?

We will consider your request, but due to the nature of the classes, it may be difficult to accommodate your request.

③Does reasonable accommodation mean exemption from grade evaluations or assignments?

No. Reasonable accommodations are adjustments to ensure learning opportunities, and are not changes to or exemptions from evaluation criteria.

④Is a medical certificate or doctor's opinion required?

The documents to be submitted vary depending on the type of disability. You may be asked to submit these documents in order to consider the details of the accommodation.

⑤To what extent will information about my application and disability/illness be shared within the university?

Personal information may be shared with the instructor or relevant departments to the extent necessary to consider and provide the necessary accommodations. Personal information will be managed strictly in accordance with the "Asia Educational Incorporative Regulations on the Protection of Personal Information."

⑥Can I consult with you about temporary injuries or illnesses?

In cases where students request academic considerations, the considerations will be given for the semester or the entire year. In cases where the student has a temporary injury or illness that is likely to recover, the student will be consulted with the faculty member in charge of the course.

⑦Can I receive special consideration for off-campus Practicum, fieldwork, and internships?

We will try to make adjustments to the extent possible. However, depending on the host institution's acceptance system and safety management restrictions, it may be difficult to accommodate your request.
