Basic Policy on Support for Students with Disabilities

The university has established the following basic policy regarding support for students with disabilities.
Basic Policy for Learning Support for Students with Disabilities
  1. The purpose of study support at this university is to ensure that all students have equal educational opportunities, and to support each student to progress smoothly in their studies.
  2. Based on requests for learning support from students with disabilities, relevant departments will closely coordinate and cooperate to realize a learning environment that is suitable for each student.
  3. Our university's teaching policy is to conduct face-to-face classes on campus (classes where students and instructors face each other in a classroom), and we will provide necessary and appropriate support to the extent that it does not impose an excessive burden.

Reasonable consideration in supporting students with disabilities

Reasonable accommodation refers to necessary and appropriate changes and adjustments made to the university's systems and finances, within a scope that does not create an unbalanced or excessive burden (hereinafter referred to as "unreasonable burden"), in order to ensure that students with disabilities can enjoy and exercise their "right to education" on an equal basis with others. Based on the requests of the students themselves who desire accommodation, constructive dialogue will be held to deepen mutual understanding between the student and the university regarding the content of support, and specific support will be provided on an individual basis after mutual agreement.

Please note that "excessive burden" includes the following. It is highly likely that we will not be able to provide support for requests that fall into this category.


<Constitutes an excessive burden>
  • Guarantees of Credit acquisition, relaxation of Requirement for Graduation, etc., which entail substantial changes to the evaluation standards set by the University.
  • Those involving substantial changes to the University's AP (Admission Policy), CP (Curriculum Policy), and DP (Diploma Policy)
  • All classes are available online or on-demand
  • Those that involve physical or technical constraints, or excessive financial or administrative burdens
  • Provision of personal equipment and services
  • Life support not directly related to the educational services provided by the University


Target of support

Students who are visually impaired, hearing impaired, physically disabled, chronically ill or frail, have developmental disabilities, mental disabilities, or intellectual disabilities, and who, excluding those with economic circumstances, experience significant and ongoing limitations in their daily or social lives due to their disability or social barriers, are eligible for support.

As a general rule, this program is for students who have supporting documents such as a disability certificate or a doctor's diagnosis that confirm the above-mentioned condition. For consultations from students who do not meet these criteria, we will listen carefully to their concerns and make individual decisions.

*If engaging in academic activities itself is a contributing factor to the student's health problems, or if continuing studies while undergoing treatment is impossible, or if the student is deemed not to be in a condition to engage in academic activities, we may, after interviewing the student, refrain from providing reasonable accommodations.

Application documents

① Post-enrollment consultation form (using the university's prescribed format)
② A copy of the medical certificate or disability certificate.
③ Documents showing the nature of the disability (using the university's prescribed format)
 
*Documents indicating the disability status refer to documents written by the attending physician that describe the details of the disability not included in the medical certificate or disability certificate, such as examination findings, medical findings, and attending physician's opinion (using the university's prescribed format).
The post-enrollment consultation form and the attending physician's opinion form will be in the format prescribed by the university. Please contact Special Needs Student Support Office and prepare the necessary documents according to their instructions.
 
*Because the condition of mental disorders can change easily, a physician's opinion form must be submitted every semester.

Application deadline

Spring Semester: Application deadline June 15th / Interview deadline June 20th
Fall Semester: Application deadline: end of November / Interview deadline: end of December 5th

*However, this does not apply if a new disability diagnosis or a change in symptoms occurs during the semester. In such cases, we will accept consultations on an individual basis, taking into account the specific circumstances.

(1) Inquiries about support

We also offer consultations before enrollment. Please contact us using the form below. Please let us know your preferred date and time for a consultation by phone or email. However, please note that there may be a waiting time, or we may not be able to accommodate your preferred date.
 
(2) Hearing about the support provided
We will conduct an interview to understand the applicant's situation and the type of academic support they are seeking.
 
(3) Formulation of a support plan
In response to a request from a student seeking assistance, we will fully respect their wishes and the type of academic support they desire, and then, in consultation with their faculty and relevant departments, we will formulate a support plan.
 
(4) Reaching consensus and making decisions on the content of support
To ensure a shared understanding and agreement on the developed support plan, we will provide the client with ample opportunity to receive a thorough explanation and then determine the content of the support.
 
(5) Implementation of support
Based on the decided support plan, the respective departments will provide support for course registration (including classes and exams), student life, and job placement.

Details of support

The administrative department currently provides the following support.

Orientation/Course Registration Guidance <Academic Center, Student Center (Special Needs Student Support Office), Facilities Division, International Center >

At the time of admission procedures, we will have a meeting to confirm and coordinate your requirements.
  • Creating explanatory materials
  • Arrangement of sign language interpreters
  • Communication and coordination with caregivers
  • Supplementary information session held as necessary

Course Registration/Classes/Examinations <Academic Center, Student Center (Special Needs Student Support Office), Facilities Division >

Based on the discussion at the time of enrollment, we provide the following support regarding classes.
 
  • Note taking, preparation for UD talk, arrangement of sign language interpreters and support staff, etc.
  • Securing seats in the classroom (for the student and caregiver), preparing waiting rooms, and permission to leave during class, etc.
  • Assistance and support for the creation of teaching materials and materials (Braille translation, Braille printing, etc.)
  • Check with the faculty member in charge of the subject about taking the exam in a separate room, extending the time, etc.

Review of reasonable accommodation

As a general rule, confirmation of the support provided, as well as confirmation of intentions regarding continuation or termination, will be conducted before the start of the semester.
We will thoroughly assess the circumstances of the students requesting support and take appropriate action, including reviewing the support we have provided up to that point.
Furthermore, even if a student's circumstances change during the semester, we will flexibly respond by re-listening to and confirming the type of academic support they require, and modifying the support plan once it has been decided.
*If the requested educational support constitutes an "excessive burden," we may not be able to provide the requested support.

Furthermore, the content and nature of reasonable accommodations may change depending on the student's own physical and mental condition, the educational environment, and changes in social circumstances, in addition to the above.
Therefore, it is possible to review the agreed-upon support plan through dialogue as circumstances change.

FAQ

1) If I apply for reasonable accommodation, will I be guaranteed to receive the accommodation I request?

We cannot guarantee that we can accommodate all requests. We will first confirm that the applicant is in a healthy condition to study, and then make a decision based on the university's curriculum and support system.

②Can reasonable accommodations be made for Practicum and Seminar courses?

We will consider your request, but due to the nature of the classes, it may be difficult to accommodate your request.

③Does reasonable accommodation mean exemption from grade evaluations or assignments?

No. Reasonable accommodations are adjustments to ensure learning opportunities, not changes to or exemptions from evaluation criteria.

④Is a medical certificate or doctor's opinion required?

The required documents vary depending on the type of disability. You may be asked to submit documents to help us consider the necessary accommodations.

⑤To what extent will information about my application and disability/illness be shared within the university?

Personal information may be shared with instructors and relevant departments to the extent necessary for considering and providing appropriate accommodations. Personal information will be strictly managed in accordance with the "Regulations Concerning the Protection of Personal Information Asia Educational Incorporative."

⑥Can I consult with you about temporary injuries or illnesses?

Requests for academic accommodations will be made on a semester- or yearly basis. In the case of temporary injuries or illnesses that are expected to heal, the matter will be discussed between the student and the instructor of the respective subject.

⑦Can I receive special consideration for off-campus Practicum, fieldwork, and internships?

We will try to make adjustments to the extent possible. However, depending on the host institution's acceptance system and safety management restrictions, it may be difficult to accommodate your request.
